Overcrowded Educational System
Amazingly, it wasn't mandatory for all children to attend school until 2000 when the Compulsory Education Act was passed. This act made it illegal for parents to keep their children out of school. He doesn't have to catch up with others if he falls behind and he also doesn't have to waste idle time waiting for others to catch up with him if they have fallen behind him.
